Hi, I'm quite worried because I'm waiting for my permanent resident card llorar more that 6 months.... The certificate aplcation letter was issued on November 9th 2016 ... How long it can take? and why it is taking longer?

The rate of applications sent to the Home Office for EEA Residence Cards and permanent residence cards have significantly increased since the UK voted to leave the EU and thus, this may be the reason for the delay in making decisions on such applications. 

Nevertheless, the Home Office is under a duty to issue EEA residence documents within 6 months as stated within paragrapgh 17(3) of the EEA Regulations (as amended). If the Home Office fails to comply with their duties under the EEA Regulations, Applicants may be able to challenge the delay, depending upon individual circumstances. 

We understand your application has been pending for more than 6 months and thus we may be able to write to the Home Office seeking a remedy on your behalf, however before we can advise you on this matter, we will need more information from you about your application and personal circumstances.
