Libyan Male married to an English woman, children, grandchildren in UK. Granted ILR back in 1980s left the country to return to Libya. Reapplied for protection/asylum in UK 1992. Home Office have not provided a decision. Has waited 23 years and is now serving a prison term for a white collar offence carrying a three year sentence. Is it possible to lodge a Judicial Review for the Home Office's failure to make a decision after all this time
