What options do I have if my Skilled Worker (Tier 2) visa is refused?

My brother is refused to enter in Uk on tier 2 visa, stated that he is not genuine worker, cost doubt previous work experience and on educationional docs, even though all certificates are genuine We are now on admin review and on bail with sos as well, would you please suggest anything further?
